Refreezing raw meat that has been cooked

As long as the ground beef was properly handled while it was de-thawed, i.e. not left out at room temp for extended periods of time etc, you should be ok.

I suppose technically you could but:

1. I never have lasagna leftovers long enough to consider freezing in my house.
2. Freezing and reheating will result in a less than stellar texture/product.
