I'm studying to become a personal chef and I know that in my state we're not allowed to cook meals from our own house but does anyone know if you can do prepping from home?

I am not aware of any state that permits ANY food preparation activities in other than a licensed, commercial kitchen OR a private residence where the food will be consumed.

In simple words, no, you may NOT store, prep, or cook in your kitchen for a client.

Technically when you are a Personal Chef you by groceries and prepare them in the clients home and package and refrigerate or freeze them there. Meal delivery services are different but you have to have a commercial kitchen to prepare the meals.
