Newbie here - Jam maker looking for help with labelling regs.

Hi everyone
I set up a very small home made preserve enterprise purely to raise money for my favourite charities and have recently almost given up due to the new labelling requirements. I have been registered with my local council since day 1, been inspected and awarded hygiene rating 5 and fully insured but now I am seriously struggling as no one at the council seems able (or willing) to help me understand the new regs. I believe a refractometer might help me to determine the sugar content in my preserves - is this correct? If anyone uses a refractometer could you advise me please?

It is likely that they do not understand. You might want to hire a food science consultant.
