I have garnished various items with pop rocks, cupcakes, cake/brownie pops, cookies with royal icing.. They dissolve quickly with moisture so if making a cheesecake the pop rocks have to be sprinkled on just before serving. They seem to hold up will on the chocolate coating of cake pops if cooled quickly so it may be nice to try making a pop rock white chocolate bark and molding/breaking that up to use as your garnish.

I also agree with laurenlulu - I have used pop rocks a lot as garnishes for cakes & cupcakes - everyone loves them (especially my kids).  Tried mixing them in with the batter but they just dissolved and made a mess.  I have found that they also start dissolving when sprinkled on top so I wait until just before serving before adding them.  Granted they do still taste good even when dissolved, however, the appearance isn't always too appetizing.
