baking buns for beef burgers

I have had some issues making buns for beef burgers and that is while it still rises or doubles in size. I just dont seam to get that fluffyness that you would with pre bought ones

I am using flour, yeast, egg and milk (no water)

...and you never will because they store bought ones have dough conditioners and preservatives.
Without seeing your recipe, it would be hard to tell what's going on.
