Advice needed

They say there is nothing new under the sun, that the goal is not to make something new but something unique, I want to make a new dish something I can call my specialty but I have no clue how to start any advice would be more then welcome

You've discovered the age old question of creativity. Hit movies are hits because everyone can appreciate them, but they're also unique because no one has done it before.

I want to make a dish that when people eat it they know it's my dish

Signature dishes are for time-honored chefs and even they don't "decide" that they will be signature dishes, the public decides. Your job is to cook, eat, and share your food with joy. Don't put the cart before the horse.
